Reports indicate that publisher 2K Games has cycled through multiple development teams and creative leads over the years, contributing to the project's extended gestation period. Sources close to the development suggest the sequel has already consumed nearly a decade in production.

The most recent organizational shake-up occurred in August, when veteran game producer Rod Fergusson assumed leadership following Kelley Gilmore's departure. This transition coincided with significant staff reductions at Cloud Chamber, further complicating the game's development trajectory.
